I ran into this problem when we bought a new refrigerator: we didn't turn the filter at the bottom prior to turning the ice maker on, so there was water in the tube that fills up the tray...except once it reached the freezing temps inside the freezer, it froze; there wasn't enough water pressure getting past the filter. We had to take the blow dryer to it, thaw it out just enough and then let it runs its course. It worked.

If you haven't defrosted in a while the line feeding the icemaker could be clogged with ice. If it cycles when you push the ice lever this is pobably the case. The only other thing would be if the unit motor was shot (not the refrigerator, but the icemaker. If you've had it for a while and not defrosted the freezer portion this is often the case.

The coil could be burned out or the motor could be broke. The filter would only be an issue with the quality of the ice.
