Of the 3... Welland.
Niagara is pretty touristy and real estate is more expensive & a bit of crime.
Welland is a great place to raise a family. Nice community, good schools etc.
All I know about Thorold is that it just had a huge chemical fire 2 weeks ago. (At a plant that stores old celphone batteries etc. It was pretty nasty but apparently only trace amounts of airborn toxic chemicals were found. Still..... I guess real estate might be pretty cheap as aresult.)
You could also try Fort Erie (good schools, great for families, no crime, very cheap realestate and just across the river from Buffalo and all it's numerous cultural amenities.) Or Port Colborne. Or St. Catherines if you'd like a bigger city/town (much nicer place to live than Nagara Falls.)

Not familiar with Thorold.

Niagara Falls is more of a tourist town and real estate is rather expensive. Can't really tell you about schools because I never attended one there.

Welland is a nice area for a family. Relatively good real estate prices (for the area), new developments were going up in the northern part of the city a few years back. My god parents moved there several years back and they are quite happy with their neighborhood (They live near the Seaway Mall).

An older and quiet neighborhood (at least it used to be) is Port Colborne, Ontario, just south of Welland and situated right off Lake Erie. Golf and sailing are abundant, and still not too far from the large cities.
