Well, you could use aluminum foil to focus the signal towards your neighbors house, but that would reduce the signal quality inside your house.
Your best bet would be to go and buy a wireless range extender and have your neighbor plug that into his house and connect to your network.

first thing: make sure your neigbour isnt carrying out large downloads, if so, then its not the signal, its the bandwidth, he/she is using too much!
Make sure the router is in the corner of the house, and no radio, microwaves, or radio devices are near it, includes door bells etc.
being on the 1st floor would help, but not required, beikn is not as good as netgear or linsys, but they do the job
good luck, main thing is put it near the corner, or in the corner away form interference!

Depends how good your router is for enabling sharing equal bandwidth between you and your neighbour.
Each of you get your own ISP account or only headaches will occur
