Yes you can encrypt a .zip or .rar file. the best thing that I have found for regular folder is folder lock where you can store all you wont in a encrypted directory. http://www.newsoftwares.net/folderlock/?id=ga

There are a number of free programs which allows you to create a folder and protect it with a password. You can use Microsoft Private Folder program. The program is free but you will need to go through Microsoft's Windows Genuine Advantage (WGA) validation process. Though the program was developed by Microsoft, they do not offer any technical support. Here is the download link:

Publisher's Description:
Microsoft Private Folder is a useful tool for you to protect your private data when your friends, colleagues, kids or other people share your PC or account. With this tool, you will get one password protected folder called 'My Private Folder' in your account to save your personal files. Download and have your private folder today.

Note: Microsoft Private Folder is provided specifically for genuine Windows customers, and requires genuine Windows validation in order to download. The software is free, and does not come with product support.

Yes. The way this is done with Windows2000, WinXP/Vista or with many Linux systems is to create different user accounts for different users and each one can have a protected password account. Even tho the system is neither foolproof nor hacker proof, it does enable you to lock others out. Do not do this at work, however, without permission from your superiors, because they may well have policies that prohibit this. Since your work owns that computer, they have the right to view information on that computer in a similar manner as you have a right to see information on your home computer.
To do this: Go to Control Panel and then click user accounts. Create a new account, and make sure files you create are NOT shared, because shared files are available to other users who use the computer.

There are lots of programs out there to let you do that.

Here's one I use: index.dat suite

Locking and hiding folders is just one of it's "side" functions.

yes you can but you will have to download a software but it might be unlikely to download it on your work computer but here is the link. It gives you information about the software and you can ask your manager to download it or for permission for you to download it.
