We stayed in Puerto Vallarta at a resort and they were parasailing everyday. Check out Los Muertos Beach area.

Cabo San Lucas Tours Medano Beach. $37 for 12 minutes.
$67.75 Tandem

Please be careful, the wind can take you close to the buildings and hotels. I think if they go out over the water it's much safer.

Good Luck

These answer is not about para sailing as you wanted to know, it is about your safety and the people that are going to spend time in Mexico, I live just across the Border which the Rio Bravo divides us from them, I was born and raised in the State of Texas and I feel that I have to warn the citizens, that like to go and spend time on that State. It is a hostile country, that if they like the car or whatever you are driving they are going to take it away from you, no matter what, I am talking from experience we have had a lot of our citizens that have disappeared from nuevo Laredo, Tamaulipas Mx. and to date they have not been able to find them or their bodies, so, a word of advice, be careful and keep your eyes and ears open to anything suspicious you encounter, this is not to disrespect that Country, but, U.S. citizens beware when they go to have fun there.
