No, he is dead.
I can't believe how many people have either misread the question or presumed that you have posted it incorrectly.

OK when a wife dies the husband is a widower.
When a husband dies the wife is a widow.
So is it legal for a man to marry his deceased wifes sister??? Is that the question?
No it is no illegal. There might be some moral issues there but it is legal. I have know of women marrying their deceased husband's brother.

I dont see any reason why not he could marry his mother in law if he wanted providing she wanted as well but I cant see why he would. I hope any kids in the mans life dont mind to much as it could be very werid as you could end up with brothers and sisters being cousens or could you I have no idea.
But as far as I can see he can marry his dead wifes sister and it has most likely happened at some point in time if not is only a matter of time.

Yes. That's kind of a weird question. Marrying someone in a family does not mean if the first marriage ends you cannot marry someone else from the same family. You could even marry her mother. Why are so many of you playing with the wording of the question? We all understand what the asker wants to know.

Yes...but any offspring would be double cousins. In many countries, it is permissable for FIRST cousins to marry...in others no.
In this case, you were not related in the first place so that aspect is moot.
In Biblical Jewish days, single brothers were obligated to marry their brothers' widows, especially if the brother died in warfare and there were children.

I'm not sure you have the terms correctly, a man's widow is the woman he left when he died.
A man surviving after the death of his wife is a widower.
A woman surviving after the death of her husband is a widow.
So a widows sister would be the sister of a surviving woman. He would be dead, so I don't think he could marry her.

If his first wife is his widow then he is dead and although I know of no laws against him marrying her sister it would be a very unlikely scenario and certainly an unusual wedding but I suppose there would be a ghost of a chance that he could.

Marriage laws are defined by state, but assuming she is of consenting age and not closer relative to you then second cousin, by blood, and that she is considered mentally and that she is not already married, I am not aware of any state which would have a legal problem with it.

No, it's not illegal. My ex sis-in-law had a grand-father who worked his way through THREE sisters ! He was widowed each time. There was always a replacement on hand
