It could be your windows registry is full of un-necessary garbage from previously installed / uninstalled programs.There's a program called regscrub that is free which you can use to repair / clean the windows registry.
Also, try going to your start menu, going to "run", type in "msconfig". Then change your start-up from "normal" to "selective".
You will see a tab on the right where a list of all the programs that start automatically with windows are listed. On windows xp you should be able to uncheck all of them.
Thirdly, clean up your temporary files ( programs / utilities / disc clean-up )
Fourth: defragment the drive ( go to my computer / rightclick hardrive / go to tools / defragment. This might take a long time to do.
Fifth, update spyware and antivirus ( try adaware and avg free...both are free and work well enough without slowing down system performance like macafee and norton / symantec. )
But the best solution I can give you is this: sell and / or give away your old pc, and buy a mac. It will never slow down, it doesn't need to be defragmented, there are no viruses or spyware that can effect it so you dont need any antivirus or spyware programs, There's no registry to clean up, and the hardware is well made and reliable. Plus, if you really have to, you can run windows on a mac at the same time as osx through bootcamp. ( bootcamp is free from apple....you just need a windows disk ) I went through windows hell long enough, and finally bought a mac. I stopped wasting hours and days with windows trying fight and solve problems, losing data, ect, bought a mac, and got my life back.

This can be a very hard problem to find. There are many problems which can cause this.
1. Corrupt registry.
2. Bad computer Memory
3. Over heating
4. Over Clocking the CPU
5. Motherboard going bad
6. Power supply going bad.
7. Other faulty hardware.
8. Computer Virus
way too many variables to find the problem. This system needs to be systematically dealt with.

Now lets clean up your disk.
Run a Disk Cleanup 2 times a month. Run Disk Defrag. monthly.
Do a Disk Cleanup and Disk Defrag. You can find both of them by following the path below.
Start>all programs>accessories>system tools>Disk Cleanup. Let it do its thing. You can check every box that has something to delete.
Now follow the same path and do a Disk Defrag. Again just let it do its thing.
Now lets tweak your connection.
If your speed is good I would not mess with it by trying to tweak it. If you do tweak once it is done you should not have to do it every again.

try putting your computer in safe mode and rerun the anti-virus and spy- ware , to get into safe mode hit F5 or F8 depending on what OS you have

plus do a good physical cleaning of the computer.. open the computer case and with spray air, clean the computer especially the power supply and the the CPU.
