Most of the time when a betta stays at the bottom of a bowl or tank it's because they are cool. Be sure his water is at least 76 F and that should help. All the moving won't help him really, he needs a nice quite stable place for a little while to adjust and settle down.

Don't feed him more than he can eat in about 2-3 miniutes two times a day. Even if the food says it won't cloud thee water it will pollute the water if you feed too much.

Change his water once every 2-3 days if he is in a container with no filter. If it has a filter change about half once a week.

Give him a clean container and a quite place and he should be fine in a day or so.

Let him be for a bit. Don't change the water again so soon. Make sure his bowl is in a place that's warm enough. Don't worry...he'll go up and breathe when he has to, so try not to bug him too much right now.

The trip probably stressed him, and being cold is not good for them. Is he eating?

Unfortunately, there is really nothing you can do right now, except keep his bowl in a nice warm spot and keep an eye on him. Be ready for the fact that he may not make it...but just let him be so he can de-stress.

Good luck with your betta...

My betta did the same thing and died about a week later. Hopefully yours will get better. Good luck
