I wont tell you how to access a proxy server or how to configure one. I do not know what your reasons behind this question is but I will tell you what a proxy is. From here you're on your own...
A proxy server is a computer that offers a computer network service to allow clients to make indirect network connections to other network services. A client connects to the proxy server, then requests a connection, file, or other resource available on a different server. The proxy provides the resource either by connecting to the specified server or by serving it from a cache. In some cases, the proxy may alter the client's request or the server's response for various purposes, usually to view websites that are normally not allowed, such as a game, video, or pornography sites at work or school.

Web filters do not filter on name alone and thus you can't really "scramble" the address. What you can do is use something like google translator to translate the page from english to english, or use a proxy server like http://www.allowu.com

To get through an internet block, like most work and schools have... use a proxy. Here are a few of them:
http://www.proxygalaxy.com/
http://www.proxymyspaces.com/
http://www.scrambled.info/
Just type in the URL in the box it shows, and start searching... I wouldn't enter any important details though like CC number or anything.
