For password protection on the website, you will have to ask your website adminstrator to set up a separate directory and password protection (not a task most admin's want to do because of the maintenance).
Use the MS security (as listed above) AND use the WinZip method (below).
For protection on the file (i.e. yourpaper.doc), use WinZip to password protect the file and you will at least have two degrees of security.

Steps:
1) Get WinZip application up
2) Drag and drop your document into the WinZip window
3) a window will appear on some choices.
4) there will be a "password" button in the lower right hand corner. Click that button.
5) Another window will appear and the check the box that says "mask password". Enter password (make it diffcult, but remember it!)
6) enter the .zip filename at the top field and hit ok.
7) done!

Upload the file to the website.... Good luck.

It is very easy to password protect WORD documents. Open your document. Open your document. Select Tools>Options and select the Security Tab. There, you can enter a password for the document, and select an encryption type under the Advanced option.

However, you may be better served to have the entire directory on the website password protected, that way your collegues will not need to enter the password for every document they open, just once, to access the directory, depending on access modes.

Depends on if you just want the file locked, or the availability of the file; Easy enough to lock the file, but use a 128 bit file lock.
Best to lock the directory where it is on the website, assuming you have access to this
