you can substitute any variable at any equation. However the easier way is to take the second one:
5x-5y=5
then you choose for example x:
5x=5+5y
x=1+y
Now you substitute x in the first equation:
9x-18y=-9
9(1+y)-18y=-9
9+9y-18y=-9
9-9y=-9
-9y=-18
y=2
and since x=1+y, x=3
solution: x=3,y=2

(for the bottom equation)

divide by 5
x-y=1
x=y+1
now substitute that in for the top equation:

-9y=-18 ( easier to change to positive but it doesnt matter )
9y=18
y=2
now substitue your y back into the equation ( x=y+1 )
x=(2)+1
