Well, sadly, scientists learned how to make robots think for themselves before they could learn how to control robots' emotions. It's the "Jurassic Park" syndrome:
Scientists create something without knowing how to regulate it once it is created.
Robots may not exactly be angry all the time; it may just be the chemical reactions in the brain of the robots, making them act out when they punch a wall in or murder a community. Scientists should have analyzed the possibilities of emotion-control long before they programmed the first working artificial brain.
But who knows, maybe robots are happy all the time but they think that shooting flaming balls of molten lead at grocery stores is just an expression of that happiness. Remember, they're new to this world and haven't yet learned all the conventions of self-expression.
