No one's quite sure what it is, but a team of British scientists are going to have a look at it, to try to find out.
It won't affect weather (it's been there many years, if it was going to affect weather it would have done so long ago), and travelling to the Earth's centre is currently impossible (and a few miles of missing oceanic crust wouldn't make a difference to any plans to do so).
What it means is really that there could be some problems with the theory of continental drift, as the normal 'seafloor spreading' has not occured in this location.

What does it mean that the Earth crust is missing and the Earth Mantle is exposed?
Is this bad?
Could it mean a shift in weather?
Can scientist be brave enough to journey to the center of the earth?
What does it all mean?
I am so confused!
Or is it just kind of a nifty little thing?

Well, difficult to believe it, whole 10 km of "sima" missing, what has happened to Moho?
I think some important part of info is missing, till full details are known, any answer would be just a fantasy.
Rocks of mantle derivation as obducted or over thrusted slices may be possible along mega deep oceanic fractures or subduction zones (nascent or active). Such mantle derived tectonised rock slices could have been taken as "disrobed "mantle", may be I repeat, may be. But, wait till all details are published for peer review before the present version is accepted.

that's the situation each and every of the lava-monsters are, and that they are frightening heavily inspite of the reality that, we don't have the technologies yet to stand up to the pressures, temperatures etc that are that a ways down. and after we triumph over the triumphing obstacles, it in basic words gets warmer greater suitable down. and on precise of that, there is not lots down there that may not at last (or hasn't already) made its way into the crust. in fact, section has sensible stuff in it, the centre of the earth doesnt have any authentic advantages whilst in comparison with the disadvantages/expenses of having there

It means that someone has been telling you falsehoods. Therefore it is not bad and it certainly would have nothing to do with the weather, even if it were true. Also no-one can travel to the center of the Earth, so that point is moot.
