Can I use capillary matting in an electric propagator. My seed compost dries out very quickly.?

Yes you should, in fact alot of new electric propagators come with capillary matting. I use the matting all of the time, I bought a roll of it, and it is a god send especially during first stages of growth and then potting on.

For the seed compost u need to moisten then regularly

Yes as it is a sealed unit , you have to water plants inside it.
