purchase a usb internet phone and sign up to an internet phone package like tesco or better still skype.

If the person you are calling has a skype phone then the call is free and if they don't then it is still cheaper than your home phone.

There are a lot of services. Yahoo Messenger, Skype to name a couple. However, thy're not free. The rates are in the same range of calling cards.
