Being benevolent is a good thing but if your generosity becomes excessive so that others are put out or people become to expect it then it becomes more foolish than a kind gesture

... he trusted North Korea. And because he didn't negotiate a system of checks into his agreement with them. Meanwhile, Bush has been insisting on the six-party talks for which liberals begged regarding Iraq. As far as Foley, I'd say that if the Democrats had a coherent strategy and had been more focused on moving our country forward than tearing it apart with hateful ideology since 2000, it's possible they could 've capitalized on the sagging poll numbers of Bush and the GOP by now and won some seats back in both the House and the Senate. Had that been the case, not only MIGHT Foley have been overcome by a Democratic opponent, but the Dem majority in charge would have been chomping at the bit to take down a Republican House member.

Some people will consider the needs of others before their own. Actually, a lot of people do that, especially parents and caregivers for people who are sick or disabled. However, some people will spend so much of their time, energy, and other resources helping others that they will drive themselves into exhaustion or debt. That's being benevolent to a fault.

It means that the person being refered to is a giving person
but at times they give far more than they should -- even to the extent that it could be harmful to them in some way
That could be on a number of levels
the person could give to the point of having to do without certain essentials themselves --- or it could mean that they give far too much to someone who is totally unappreciative or to people who very much do not truly need or deserve the help !!!
