Phosphorescent, if the light continues to be emitted for a while after the exciting source (usually UV) is turned off.
Fluorescent if the the light ceases to be emitted the instant the exciting source is turned off.

is he talking about thermoluminescence? coz thats what it seems like ... if its thermoluminescence then its a photon that is released if a chemical that naturally emits lights its a phosphur. But when u radiate something in thermoluminescences u increase the electron energy levels thus they drop from traps and emit a photon.
