There are some Free Websites like "Geocities" usually your ISP even give you some Space for a small site. You can use a commercial service if you need a large site; http://www.lypha.com/
Many provide a simple WYSIWYG (What u c is what u get) type Page Builder.
Also, you can learn a little about HTML code and use some of the free software avaliable; http://www.evrsoft.com/
Remember; most the Free Website providers give this free, but, do require they advertise on your site (Not All). In most cases you can choose a category of advertising, it not like you have to choose porn or cosmo.

I would recommend finding someone to do it. If you want to try using a simple html editor, Microsoft Frontpage or Macromedia Dreamweaver is an option. There are also free ones available, such as NVU: http://www.nvu.com/index.php.

Then you will need to find a webhost. Yahoo! offers Geocities, but there are also other great webhosts available. Geocities has a built in Java html editor as well with templates.

If you don't want to design a site at all, there are free templates available: www.freewebtemplates.com or www.freelayouts.com.
You will need to know some HTML in order to work with these (which you can learn for free at www.htmlgoodies.com).
