To below poster: No one is saying that. The difference is that Bush Admin. knew that there was a war coming that would likely involve mass casualties. During peacetime, the crappy old buildings that the soldiers were in would never have been used. Don't you think someone in Bush's Admin. should have made sure there were proper facilities?? It's called preparation?
