Content management software... Well, there are a lot of options here... You can deploy a desktop content management package (CityDesk comes to mind; it's free if you have fewer than 50 files on your site, $299 otherwise) or pick a content management application that will reside on your server. There are plenty of stable and robust free content management systems written in PHP and Python, but you will need to customize the system's visual appearance, which will probably cost you a few hundred dollars, unless you can do it yourself. Or you can just do it yourself in Dreamweaver or FrontPage...

This is very simple:
1. You need a domain name.
2. Register your domain name.
3. Choose a host and build a web site. There are an infinite number of resources available for free on the internet. Do a search for "hosting sites" or someting like that.
4. Advertise. Get the word out in as many places as you can. Send emails, tell people, write letters, take ads out in the paper, etc.
5. I built a web site and registered a domain name and it only cost me about $100.00 for a year. I know there are plans that are even cheaper than that.
6. You can go to the book store and purchase many excellent books on doing e-business. I recommend "The E-Code" by Joe Vitale. This book also explains ways to make money just using email alone!
7. After that, running an e-business is a lot of hard work. You will get out of it what you put into it.

It all depends on what you intend to do with the site. An information based site that earns primarily via advertising will have different requirements in terms of requirements in setting up a website compared to an ecommerce site where you sell goods.
However, the main constants are:
1. Domain registration = you can pay for 1 year or even 10 years and cost can be as low as $8.99/year at GoDaddy.com http://www.godaddy.com
2. Web Hosting = will depend on the requirements in terms of bandwidth, file sizes, bells and whistles you want and can range from as cheap as $1.99/month to $1,200/month or more for dedicated server hosting
3. Software to track and monitor traffic = while you can run a site without one, it will seem like driving without the speedometer and other dials. This is important to determine how many visitors your site reaches and what the visitors come to your site look at. It can range from free with Google Analytics or as expensive as $25,000 per year with HBX Analytics
If you are running an advertising based website, you will need the 3 above, but it will also be useful if you have your own ad serving software especially if you are selling ad space yourself, or even to rotate various third party banner and contextual ad networks (e.g. one banner space showing Google Adsense, BurstMedia, ValueClick, etc)
If you are running an ecommerce site, you will need:
1. SSL certificate = your secure server https:// to protect your customer information
2. Merchant account system = to allow you to accept credit cards
3. Shopping card system = to allow you to accept orders from customers
4. Online payment processing gateway = to allow you to accept payments and connect it to your merchant account system

youll have to register a domain name first there are many domain registrars out there - godaddy and other biggies may give you great deals. then you'll have to find a webhost there are to many here also . u can use free web hoosting (some are ad-supported others are not) freewebs.com is a good free webhost .
