You'll need to contact 'DVLA, Swansea' and take their advice. That address will get to them okay. Write a letter and include details such as your age, when and where you passed your driving test. The date you began to reside in the UK. How long you intend to remain in the UK. What classes of vehicle you are entitled to drive on your Dutch domestic permit. If you have any disabilities these should be mentioned. Any convictions for traffic offences here or in Holland will have to be disclosed. A photocopy of all your Dutch domestic permit would help.

A Dutch driving licence is an EU driving licence.
A British driving licence is an EU driving licence.
The look the same, except one is written in Dutch and one is written in English (or English and Welsh). why would you want to change it?

take the test get an application for an english driving licence at hte post office and then all you need to do is take a test. its not hard someone in my family did it
