I am not sure, but i am just guessing...
The first part - Time needs you for itself.
-----I think it means that without humans, time wouldn't exist. And time is only used by humans

Needs are timed by you
-----I think it means that if you want something, you decide when to be able to get it. Meaning, whatever you want, it's your choice to either to work hard more to get it earlier or less hours for a long time.


So in general, the whole meaning is:
Time only exist because we care about it and use it, without it, it won't exist and whatever we need will be timed by ourselves and we decide how early we get want to get it,
