Students should already have the right values when they arrive at school, from learning them in the home.

In many cases this is correct.
I can only give an illustration here.
My daughter was going to be late for school (the reason for this isn't important). I quickly jotted off a note to her teacher explaining why the lateness and dropped her off without delay.
Once inside the school, my daughter went immediately to her home room and gave the teacher my note. The child was told that she didn't have a legitimate reason for her lateness, that she could only be excused for a certain prescribed list of reasons, none of which matched our reason.
I thought to myself, that's very interesting, had my daughter "lied" and given a "valid" reason, she would have been excused.
I'd told the truth, and taught my daughter to do the same, but school wasn't quite the standard bearer of good morals nor of truth-telling. So much for education!
