why did many progressives see a postives side to conscription?

I believe every young American should be called upon to spend one year in service to this country. Not necessarily in the military by any means, but in a position providing some insight to what makes this country what it is , & offering work experience & pay to bridge the gap to the "real" business world.

As so many youths claim the last year of high school is wasted time that might be a good age to allow a person to fulfill their obligation.

While this may not directly answer your query, it is my vision of the future of conscription.
