No it's not safe. Half of all autominers come with spyware or a virus attached and in addition some steal your passwords and characters.
They can also get you caught by an admin and banned from the game. A random event could occur resulting in your character dying and losing their items (there was this guy using a woodcutting autoer, got a random event and killed dropping all the magic logs and armor which was black dragon hide on then ground.)

Depends what type, for example there are programs called ghostmouse, in which you input a mouse movement and the computer replays it constantly, and they are undetectable, however alot of auto miners are easy to detect and runescape has very sophisticated detection systems for these, and if you are caught its an instant ban,
In the long run its better to do the mining the hard way, 98% of the people around you did

No it isnt very sae because you are at risk of being caught by an admin and then getting your account banned.
And to answer your question does it work well no, not really because it works on a program were the mouse clicks on the same coloured object so say you are doing coal then it would probably click on an enemy that is the same colour.
so basically it is not worth getting, my friend had it and said it was rubbish
