Why haven't the people impeached Bush? Mostly because the Congress doesn't have the balls to do it. They're too worried about political fallout and less concerned about doing the right thing and what's best for the country.
For those of you who think Bush has done nothing impeachable, I have a book to recommend--"The Case for Impeachment: The Legal Argument for Removing President George W. Bush from Office" By Dave Lindorff and Barbara Olshansky. But the book was published the middle of 2006, so it won't have the most recent reasons for impeachment that have come to light since then.
If you haven't read this book, you remain too ignorant to argue against impeachment! Read it, then decide for yourself. Here is a link for it on amazon.com:

The real answer is because the democrats know it would be the end of their party if they do. Pelosi realizes this more than anyone. If they tried to bring articles of impeachment against the president for, say, lying about WMD in Iraq, then that whole question would be open to discovery. The investigation would not only show that he wasn't lying but that all the democrats were saying the same thing. What would that do to their base supporters? The democrats know better than to open a can of worms that will only make them look bad.

It's because he's committed no crimes. Remember when Clinton was impeached (as good an example as any)? It was because he committed a felony by lying to a Grand Jury and lying to Congress. Even though he got a pass from Congress on his crimes it still cost him his law license. President Bush has not committed any felonies. You can't impeach someone just because you don't like them or disagree with them. That's what banana republics do, not democracys.
