There was a show called road roavers back in the day. And by that I mean in the golden era of cartoons, the 90's. They were a crime fighting force that talked and stood up on hind legs. Actually, they are all real dogs, but when the whistle is called they bolt away and jump into their secret identities.

Blues Clues - besides the undeniable fact that the coach i imagine your talking about is the spin off to that. Blues Room. In blues clues she did not talk or something, yet even as she went into her "room" she could talk and so could each little thing else contained in the room.
