Bubbler is a trademarked name that refers to a drinking fountain.

bubbler

A mini-bong. It hits hard and fast so watch it! It bubbles when you toke.

Man...When I hit that bubbler I was all over the place it came so hard!

I started high school in Boston where they called the drinking fountains in the halls "bubblers" (though, due to the Bostonian accent they said "bub-lah"). It's the only place I ever heard them called that. We would say, on our way to class, "I'll catch up with you after I hit the bubbler" meaning you would stop and get a drink.
