The definition of bleaching is to make something whiter. Like a bleached blonde. When you want to remove the stains from the linen in your laundry, you use bleach, which has chlorine, the bleaching agent. The chlorine reacts with the things that soil and make the linen fibers dark.

Flour is bleached to make it white. Pure unbleached grain contains things that make it look brown and earthy. So to make the flour look wholesome and delicous, flour is bleached with brominating agents. Unfortunately, the bleaching takes out nutrients and that is why white flour often says "enriched". It looks good and pure for things like white bread, but the good stuff has been bleached away, and you have to add or enrich it by putting nutrients back in, like the B vitamins.
