That would depend on what kind of t-shirts and designs you'll make and sell. You might want to do iron-on transfers, you might want silk-screened shirts, you might want to airbrush them, or tie-die, or hand-decorate, or other methods.

We did one project with my son's scout pack once - They decorated their t-shirts with permanent markers in a random pattern, then dripped rubbing alcohol onto them. The alcohol dissolved the dye from the markers, and it diffused through the fabric, giving it a tie-died effect. It was cheap and easy, and took minimal supplies to do, plus it kept the kids busy for awhile.
