I want to move central heating radiator to another wall, where it will not be obstucted with furniture, but I have an old parket flooring which I was going to sand and polish and everything.. I don't want to damage the flooring, so the question is- Is it possible to remove old parket flooring tile by tile & then put it back together? I will probably need to dig wholes for the pipes in the cement floor as well - I am not sure about that..

You can buy unfinished parquet squares, then finish them to match the existing.
Be extra careful when trying to move a cast iron radiator. they get brittle and are easily damaged.
If you are going to go through the trouble of re-routing water lines, maybe you should consider putting baseboard heat in place of the cast iron. Then you won't have to worry about where to place furniture.

Since you have pipes in the concrete floor i recommend you contact a company that sells and installs boilers. They can tell you if moving the radiataor is possible and what it would cost. Your boiler most likely will have to be drained, new pipes installed, old ones cut off and sealed and the boiler refilled and tested.
