No dogs and cats have ticklish spots, horses have sensitive spots and I am sure most other animals have as well.

No. Dogs and cats for sure. And I've had several snakes that certainly reacted in a 'ticklish' way to being lightly scratched.

Yes. Because they only respond ethologically but other organisms do not intend us to do so. Tickling is a species - specific process like that of smiling, laughter, etc.
