The best charcter has to be either Ron or Hagrid, they are both extremely funny, giving everyone reason to laugh and to adore them. Dobby is very cute also.
I hate Snape, because he was very horrid and he killed Dumbledore. I think Draco Malfoy is pathetic, just like his father, because neither could do anything for themselves,although I don't believe Draco to be truy evil...Yet!

There are lots of good characters and not many bad ones (in terms of character not whether they are evil or not!) I personally love Sirius Black because he's very interesting and brave, he obviously cares for Harry even though he nows it will put his life in danger. I think he's a very deep character. I also love Severus Snape because there are so many dimensions to him, he's a brilliant bad guy but then does things which make you wonder whether he's actually that bad after all. The only bad character I can really think of is Fleur Delacour, she was terrible in the Triwizard Tournament, and she's a b**ch when she gets engaged to Bill Weasley, I think she's a pretty two dimensional character and she doesn't add a lot to the story except for her massive ego (when Bill gets attacked by a werewolf she says she is 'pretty enough for both of them' which kind of negates the fact that she's staying with him even though he's ugly now!).
Anyways those are just my opinions!

I'm not certain as to weather you mean "best" as personal favorite, or truly best flushed out character & vice versa for "worst", so....
The best character, in my opinion is Harry himself. He is a flawed hero who has had tragedy and the aftermath of challenges that came w/ that tragedy, thrust upon him - and he has faced all with great courage. My personally favorite character is Molly Weasley. Not an obvious choice for some, but she & the twins, have made me laugh at the some of the darkest moments in the book, she has been a wonderful mother figure to Harry & his peers and you know she is one pretty powerful witch.
The "worst" character - gosh, hard to find one, I guess would be Percy. He is also my least favorite. Of all the characters, though he definitely has shown his colors, he is the least flushed out in terms of the whys/hows/and where are we going with this. How on earth did that mamsy pamsy career climber, come from the same family as the rest of the Weasley's?

The best character is Snape because he's so complex that after 6 books i still can't 100% decide if he's with Voldemort or Dumbledore (I do think the latter, but wouldn't bet my house on it).
My favourite characters (outside the trio) are Molly Weasley and Sirius Black.
My least favourite character is Grawp - I can't stand any of the parts to do with him.

as a personal best it has got to be Ron Weasley he is soooo bloody funny especially when hes spitting slugs and as for the worst i don't think you could have a worst as it wouldn't be harry potter the characters all have their own needs to be in the story and reasons for being there but again as a personal choice it has to be malfoy he is such a slime ball.

I'm not a potter fan.
You know the way it is you either are or you aren't.
That said though I do like Hagrid, because he is so blase about the whole living in a magical world.
While everybody else is astounded by everything they see in a constant state of awe the entire time (thats what ticks me off about the Harry Potters.)
So Hagrid and Sirius Black because Gary Oldman played him and Gary Oldmans cool.

The worst character is Aunt Marge I would have blown her up too!!!
I LOVE all the main characters but I have a soft spot for Hagrid

Favourite: Lord Voldemort, I think he's one of the best bad guys ever created( I liked how Harry and dumbledore disected his personality traits in the half blood prince)
Least Favourite: Delores Umbridge and Percy Weasly.
Didn't like Delores, she was absolutely horrible - Everytime things didn't go her way she ran to Fudge, that was irritating.
Percy irritates me with his misplaced AMBITIONS.

I say that there is no "Worst" character because I think everyone has at least one good role in the books. ( basicly I like all the characters) But I DO have favorites... I Love Remus Lupin!!!!!
I also like Sirius black, snape, fred & george, harry, ron, Mrs.Weasley, ginny,....Well, Like i said, I like all the character except I LOVE Lupin!!!!! I'm Lupin CRAZZY!!!!!

My favourite characters are Harry, because you see everything as he does and because he's brave and determined. I love Sirius because he's got that whole tortured soul thing going for him. Dumbledore also because he knows everything. But I also like Snape because he's controversial and always keeping you guessing.
I don't like Hermione much because I find her too bossy. Draco also is a tosser - but he's supposed to be. And of course Voldemort because he's evil incarnate!
