This question covers a lot of ground. Clinton was president for 8 years and did a great many things. Some were good and some were bad. Most of the talk about Clinton these days centers in 3 areas.
The first would be the impeachment. Impeachment was brought because Mr. Clinton committed perjury in his Grand Jury testimony stemming from the Paula Jones affair. Mr. Clinton was not convicted on the impeachment, but was held in contempt of court. As a result he lost his license to practice law in Arkansas for 5 years, was fined and cannot ever sit on the Supreme Court.
The second revolves around his actions regarding terrorism. He refused to accept an offer of extradition from Sudan of Osama Bin Laden. There were also protocols put in place in the justice department which basically forbade Intelligence and police agencies from sharing information.
The third relates to North Korea. The Clinton administration provided technology which allowed North Korea to accelerate their nuclear program and develop nuclear weapons sooner than they otherwise would have accomplished. This was done in return for a promise that they would not use that technology to develop those same weapons.
Mostly though the talk is just he said/she said hyperbole. Clinton is a hero to many Democrats and a scourge to many Republicans. One side defends the other side attacks. In short, politics as usual.

He didn't do much. He avoided any hard decisions as much as he could. But what he did actually commit to has generally had longterm negative consequences.

He lied in a federal court and was impeached. But enough about a past disgrace to our country, let's start talking about his crooked, lying wife.
