Adamant platebodies are sold in the Champions Guild, on the second floor (for 16640 gp). Platelegs are sold in the Plateleg Store, south of the Al-Kharid general store (for 6464 gp).

As for the difference between a talisman and a tiara, tiaras are made from talismans. Tiaras can be worn to save inventory space, and tiara wearers can just click on the ruins to go to the altar. Talisman users need to "use" the talisman with the ruins to get to the altar.

I think you have to buy addy armour from real people, as there are no traders who sell it, and talismans take up a space in your inventory, whilst tiaras dont (because you wear them) so using a tiara means you can get more runes per go!
