Firstly: Do you really want to remove cookies? Do you even know what they are?
Secondly: You say you want to clean your hard drive, but, cookies are the least of your worries. While cookies can often be useless wastes of minimal space, there are many more pressing issues. Have you cleared your temporary internet files? Uninstalled applications you no longer need? Deleted any other files you don't want? Have you checked for any adware, spyware, or other malicious software?
Thirdly: Cookies can be deleted from the browser. The exact method varies depending on the web browser you use.
Lastly: CCleaner is a free application that gets rid of crap on your PC. It will do much more than delete the whole 10KB the cookies are taking up. I suggest using it if you don't know what you're doing, as it's very rare that it messes up your computer like other cleaners (or an uneducated user) might.

Here ya go, I did some screen shots that walk you through the steps. It's very simple. You may need to click the picture after it shows up to make it appear in the correct size.

Notice on Step 4 that right above "delete cookies" is also a "temporary internet files." Go ahead and delete those as well. It's just junk being saved that you don't need. It's always a good idea to delete both cookies and temp files at the same time. It won't hurt you any if you choose not to, but it frees up room that's just being wasted.

Use a good removal tool that wipes out cookies, temp files etc. Most cookies are related to cache and temp files, so getting rid of just the cookies isn't really worth the trouble. You better get rid of everything while you are at it. A good free removal tool is CCleaner, which can be found here:

if you want to do that manually then here are the steps.
1.first close all application and windows opened.
2.go to my computer and double click on c drive.
3.make sure in folder option you are showing hidden folders as well.
4.click on your account folder, im assuming your name.
there will be folder called local settings folder and its hidden.
click on that folder, there will be other folders as well, temp, cookies, go inside and erase them.
5.you can do that from the Internet option on your browser, but sometimes that does not erase all cookies.
you may also run disc clean up tool.

Go to Tools> then Internet Options> then on the general tab you will see delete cookies. Click OK.
OR
Right click on your Internet Explorer Icon on your desktop and click properties and this will give you the same box. Down near temporary internet files you can delete your cookies and also your temp. files and delete your history of sites visited too.

Go to start click & choose search than click all file & folders than in given space type Temp & press enter, window will give all the files with temp extension and a temp folder too >open the folder>
Select it contents by ctrl+ A > shift+del>enter.Now get back again search temprory Internet files you will get this folder open it & delete the content.
Now again search & in search box write *.tmp after search delete those files which you get by select all & delete.
Now again search & in search box write *.log & do what you have done delete them & you are done.

Click "Start", click "Control Panel", click "Internet Options", Click the "Delete Cookies.." button, a box will open asking "Delete all files in the Temporary Internet Files Folder?", click OK. That's it.

go to tools on the top of the internet tool bar, and then choose Internet Options. You will see under the General tab that it says "delete cookies...." the press okay. good luck!

hit control panel,
hit network and internet connections,
hit internet opitions,
under temperary internet files
hit delet cookies
you really should delet temp files to while youre there which is the button next to the cookies one
