Which comes to a boil quicker and why?

Adding an impurity (salt) to a liquid (water) will raise the boiling point. It does this because it lowers the vapor pressure of the liquid...it is harder for the liquid particles to escape the liquid and turn to a gas.

This is a colligative property of water if you want to term to "Google" for even more information on the topic. It is also called boiling point elevation.

adding salt to fresh plain water will increase the boiling point and this depends in altitude also

Salt water will take longer because it has a higher boiling point than fresh water.
