I suppose the process of 'identifying' might be done by taking into 'consideration' the practical potentials.
Grammatically it is ok, but, it is very "conflaberated" in the way it is expressed.
"Having considered" would sound a little better.

The meaning of the 'sentence' [as you call it] is unclear. It doesn't make any sense to me at all. If this is what your teacher gave you, then I suggest you clarify this with your teacher.

thought could have been conveyed better but considers is definitely correct in that context. ask your teacher if she doesn't think that's a run-on sentence
