Your pleco is probably a bit nervous in his new home and just picked the easiest spot to hide.
Also, the only other thing I could think of possibly...
Check the temperature in the tank, he might be hiding there as a source of heat. Be sure the tank is not lower than 72 degrees but it should be around 76-78 degrees. If your tank is lower than 76 degrees raise the heat up slowly, like one degree every 2 days.
The temperature will also have a direct effect on your plecos eating habits. Warmer temperatures will make him more hungry than lower temps.

He is a new fish to a new environment, the pleco will do that, until he feels safe to come out of hiding, and as to the vibration of the pump it does not effect them in any way

It's normal. They like dark places. If you don't like him under there, make a better place for him to hide from light.

plecs like to hide, they tend to be more active at night, are there other hiding places for him? they benefit from having bogwood in the tank to graze on, maybe get him a nice big bit of that to hide under instead.

It might not be normal, but it's not a problem either. He will probably settle down and pick a different spot eventually. If not, well then, that's just where he's happy and what floats his boat.
