I don't think a person 21 years of age qualifies to be called a 'boy'. But all the same, by age 21, a person has already reached and past his puberty. So I think it is extremely normal.

Depends where generally. But I would say yeah, varies person to person - if you're family is full of quite hairy people then of course it's normal...! possibly ask your dad?
