I would get your deeds checked by a solicitor, as you may be opening up a can of worms for yourself. If this is the case and they are not allowed access then yes harge them but you wont be able to stop a gas engineer being able to read them. If the meters can be moved to your neighbours property then i would suggest telling them to do that although i know it s pricey as i have just had mine moved(well about 6 months ago), and it cost me £1500 to have this done.

You can't deny access to these meters by National Grid/Transco on safety grounds.Should you do this they would be within their rights to obtain the assistance of the Police to gain entry.Afterall these meters are not yours or the other residents property! You could therefore decide to have these meters moved to a different position where the other residents can gain access to them without disturbing you but would be liable for the costs involved!I presume that you knew these meters were there when you moved in?

You cant get the access to them restricted - the gas / electric companies have a right to assess them at times they deem necessary. Your neighbours have no right to them, but they do have a right to demand sight of them to check readings and charges are accurate! They should write to ask for sight of the meters at least 14 days in advancr of the date. Or if they move out, they have a right to know final readings.
Try getting on with your neighbours, it will be a lot less bother and lead to an increase in your home life morale too.

It isn't a matter of your neighbors having access, it is a matter of the gas company having access and that isn't something that would be outlined on your deed. It's called an easement and you will lose.

If your deeds truly show no right of ways or right of access, then anyone on your property is trespassing.
However, be careful what you start. It may not turn out exactly the way you imagined.

The gas company reads them, not your neighbors.
