If you're talking about the hair on those areas, I'm afraid that there is no way to lighten hair without using bleach. There are plenty of gentle cosmetic bleaches available for exactly this purpose - try your local pharmacy.
The only thing other than bleach that will make your hair lighter is sunbathing, but this is very dangerous and aging for your skin. Plus you'd have to find somewhere you could do it without being seen, since it is an offence in many countries to sunbathe naked in view of other people unless you go to a designated nudist area.
Your other option would be to remove the hair using a razor, depilatory cream, wax or other method.
EDIT: If you're talking about the skin on those areas rather than the hair, again, you will probably find that it is not possible to lighten it without bleaching. Bleaching your skin is extremely dangerous and I agree that you should not do this. You could try lemon juice, but I don't think it will do much. Probably better just to accept what you look like and not worry about it.
Personally I think by the time anyone gets to look at your private areas they pretty much like you already! ;)

If, as you say these areas are private, why lighten them.
Most people have this darkening anyway.
This darkening is usually caused through friction and protects your skin from further abrasions. If you lighten these areas, you are thinning the skin, and leaving it open to permanent damage.

well over here in korea they have this cream that you apply to dark areas of skin to lighten it up , it's kind of like a moisterizer/skin enhancer . it mostly gets rid of the oil , blackheads , and stuff that soap usually cant get out of your pores .

you have got hyper pigmentation. It may because you are over weight or any side effect of medicine or may it is in your family.Before it gets too dark go and show a good skin doctor.

Go to a dermatologist. but really you shouldn't care as long as you don't have hair on those areas you'll be fine.

Ambi fade cream is good for getting rid of dark marks and scars. I think you can use it on armpits too!, but use the number on the package to ask if it is safe there too! Ambi worked for me and my mother. We have been using it for our scars. You can go the website too!

Hair is overrated! Shave it all off! It's sexier and noone is spitting out hirs all the time! LOL! I shave it all! Then go to the tanning salon to get color even! It looks great! Trust me!
