I think yes, because you can get the sapphire and ruby plates in the orange islands so maybe you can fight emerald ( yes I think I battled once )

Yes, BUT Not at first.
Fire Red and Leaf Green must complete several "Side quests" before they will contact Hoenn games (Ruby, Sapphire and Emerald)
Defeat the Elite 4, Grab a Ruby and Saphire, Meet Elite Lorelei outside the Indigo Plateau, and, of course, fight Team Rocket.
You can do juat about every thing with Kanto and Hoenn games except you can't Mix Records.

All the GBA Pokemon games can be linked with each other, as well as the Pokemon games for the Gamecube. They'll be able to connect with Diamond and Pearl too.
