Some claim that the Deuterium is vastly deposited at the Philippine Deep. Are there technocrats preparing for the prototype of this project? How much is expected to finance the project to be operational

The claim is wrong. The proportion of deuterium to ordinary hydrogen is almost constant at 1 atom in 6500, everywhere on Earth that hydrogen occurs, and indeed everywhere in the universe.
