If you have XP Pro, then you have a CD writer programme ( so long as you DO have a burner) since the Write to CD option is part of the system : Just drag and drop to the Fresh CD when in explorer, and you will be prompted on what to do

Do you have a cd-writer hardware?
If you don't then no amount of software will help you... you need to buy a CD writer (but... given the prices, get a DVD writer instead) and if you buy a retail version it will come with appropriate software.
If you do have a CD writer and are running XP, XP contains CD writing software.
