Okay, I'm glad you asked this question, because I've been yearning to answer just such a question for a long time. The term "Alcoholic" describes anyone addicted to alcohol, and whether you're addicted to drinking or Heroin, your terminology would be very near the same. ie; I need a drink or I need a fix.

Drunk not high? You drink alcohol, so when it's in your belly, you've drunk it, so you would be drunk, which when you think about it doesn't make a hell of a lot of sense, since you personally can not be drunk unless someone puts you in a blender and turns you into puree. But what are you going to do, the person who coined the phrase was drunk at the time in all probability.

Hung over not come down? Because when you go flying on Shrooms or LSD or Peyote you eventually land or come down. Whereas, after you've been drinking so much your Granny's knees give out, and you feel as if you've been put in a washer on spin and need to be dryed out, like washing on a line, hence the term, hung over.

Alcoholic not Junkie? Alcoholics abuse alcohol, and Junkies abuse junk. Methheads abuse Crystalmeth. Potheads abuse pot. To describe people who abuse drugs as junkies is erroneous. You would describe people who abuse a variety of drugs as druggies. Hope this helps.

Alcohol is treated differently than other drugs due to the liquor industry and the bar and restaurant industry. Most people don't realize that nearly all high class restaurants make most of their profits from selling booze. In Cleveland, Ohio when the blue laws(no liquor sales on Sunday) were in effect every single downtown restaurant closed down since they couldn't make any money. Today the cops, prisons, alcohol rehab industry all make money off of the current system. That's why booze is treated differently.

It's not..just different terms for different drugs....alcohol is also a depressant so you are not "High" on alcohol hence you get slurred speech etc. Also it is not close to the effects of heroin or cocaine...only if you inject alcohol will it kill you as quick as a heroin overdose.

Alcoholism is a mental problem, but the Government will not recognise this because they are earning to much revenue from it.

Because the government are making a cracking profit on the tax, same as tobacco.

If you described being drunk as being on a high, people would get the wrong impression. So we use different language to describe different things. Simple.
