If they are not, (which is what I think), why are we fined when we infringes upon the alleged "traffic rules". (Asking this question very seriously for a school project).

I mean, what gives the law enforcers to fine us for crossing the road during a red light?

There are several laws that are unspoken and not enforced regularly. For example in my state (Nebraska) it is illegal to perform a U-Turn anywhere unless there is a sign that says U-Turn Allowed. Because there are not signs at every intersection that says no u-turns people assume that they can do one there. Or stopping 3 seconds at a red light before turning right. Millions of people everyday don't even slow down to turn at a red light but the fact is that they could be ticketed by a police officer if he felt like enforcing it. The sad truth is that many officers only have to fill a certain quota for the month so they can pick and choose some of the traffic violations and misdemeanors that they ticket people for. If they ticketed everybody that they saw breaking the law then we would probably have less accidents and deaths on our roads.

If there is a fine for doing so it must be against the law. By crossing the road on a red light you could be killed or cause the death of another or, others. What would be the point of having traffic lights if nobody obeyed them. Moral of the story don't brake the law. Be safe and obey the rules of the road for the good of all.

No, there are no laws like that. All laws are written using the rules of correct grammar.

There are laws prohibiting people from crossing the road against a red signal. Police are given the power to fine you when you do this, because it is against the law.
