It's not just about creating an image, and maintaining it, although that is important. It's also about 'bad news' management (putting your own 'spin' on any story); maintaining a high profile, through carefully chosen press releases and publicity events and associations (think of the celebs who are affliated to good causes etc) etc.

Have a look at the website of someone like Max Clifford (not that I particularly condone him or his ilk) for a fuller flavour of what a canny PR manager can achieve. Or search for PR companies and have a look at their websites.
