you can still complain coz its there resposability to keep the tennants under control! i like somewhere like that to...its like chav world!

You should approach this as any other situation.!
You should first speak to whoever is in charge of the home on site.!
If you can't reach a solution go to the social services and speak to the Head of department for the home.
If you're still not satisfied then your local MP is the one to see,
take with you any evidence of disturbance/nuisance abuse you have.Make a diary of events daily and log response to it.
You must be careful however, as sometimes when putting evidence together the other party may feel and act as if you are the antagonist,its a very grey area.The best way to deal with things is to have a meeting where you all can air your views.

Unfortunately its a messy road when dealing with social services. My next door neighbours are a pain in the neck but they are protected by social services, doesnt seem right does it, because the mother of that family cant cope with her own children and doesnt look after them decently then i as a good mother has to suffer.

Try to invite all parties to a mediation and try to resolve your matters there. If not keep calling the police, keep records and continue towards arbitration or litigation (really costly though). You can also try to complain to the city (or bypass them) and have them help you push your complaint to the state or federal government, whomever is in-charge of the service.

...Your first move Is to get evidence i.e. sound recording, video evidence, and If possible neighbour's who can support you......With this evidence report it to the police and to your local authority....You have every right to live a normal and peaceful life...Good Luck....I feel for you,
