youth is that stage of life where they are still finding themselves, not sure what they really want to do. they like to experiment with everything. there is too much pressure on them to perform & some of them just crumble under such pressure. at such times its the family which needs to stand beside them, listen to them, give them lots of time, understanding & unconditional love. when they do not get this that is when they look for routes to escape from reality. drugs, give them that route & they fall an easy prey to it.
government is trying to curb such gatherings but its so spread out that it is a difficult task. but that does not mean that we just put the blame on the government. each family has duties towards the youth in the family & if each one takes care of their kin, we maybe able to fight this menace soon.

They have neither the requisite qualification nor the jobs to survive decently. Drug peddlers are fully aware of this and they choose their victims carefully.
Drugs were there even in olden days but the morality in society was high and all jobs are considred important for the growth of the society. Nature was allowed to take its course and the population got controlled by it self by survival of the fittest rule.Today medicines have helped the weaker to survive and become a burden on the society.
The government is supposed to do administration and not birth control.

nowadays most of the people especially the youths doesn't follow any kind of moral(religious) values. they are living according to their own circumstances, in a free way.after some time they feel bored about the life, and most of them will loose their their concious and think about what to do? from this kind of people some will go to some meditation centre and balance will choose the drugs. only we can do to prevent this is try the youth to teach about the religious values and try to tie them in religious things.
